Where Hapi gets deployed.

Hapi is configured differently for each sector. The modules activated, the guardrails set, and the channels used depend on whom the agency is serving and what they are legally permitted to do. What follows is how those deployments look in practice.

POLICING AND COMMUNITY SAFETY

Resource referral for officers in the field

Police services are increasingly responding to situations shaped by housing instability, food insecurity, mental health, substance use and other socioeconomic factors that can contribute to harm long before a criminal justice response is needed.

Hapi gives officers and civilian staff fast access to relevant community resources in the moment. It can identify options based on need, location, population and current service information, helping officers understand what is available, support someone in taking the next step or share resources directly with the person they are assisting.

Across those interactions, aggregate navigation activity can also provide a clearer view of the needs officers are encountering, the resources available in response and where pathways may be limited. Over time, that can give police services and their community partners additional evidence to inform prevention, coordination and upstream community safety efforts.

CORRECTIONS

Inside facilities and through the gate

Correctional facilities have limited staff capacity and high information demand from people on remand, often with short and unpredictable stays. Hapi runs on SMS with no internet so it works inside. It answers questions about programs, timelines, legal processes, and what to expect at release. For people with longer sentences, the Discharge Planning module gives staff and the individual a shared view of what needs to happen before release, months in advance.

Beyond 211

211 gets updated irregularly, supports are closed when people are most likely to need them, and navigating web-based information is genuinely hard when literacy is a barrier and the situation is urgent. Most people in crisis are not failing to look for help. The information available to them is failing them.

Hapi runs 24/7 with referrals built on human-coded databases and verified through multiple accuracy loops. The goal is simple: when Hapi sends someone somewhere, that place is open, that number works, and that service applies to them.

SOCIAL SERVICES

Navigation for people and the workers helping them

Front-line social service workers carry caseloads that make individualized support difficult to sustain. Hapi handles the resource lookup, the referral summary, and the follow-up check-in so workers can spend their time on what requires human judgement and one-on-one meetings. For clients, Hapi is available outside business hours when caseworkers are not.

People navigating housing, employment, and income support, and family services across multiple agencies often fall through gaps when one part of the system doesn't know what another part has already tried. The memory module maintains a record across sessions. When a resource didn't work, Hapi knows not to suggest it again.

PROBATION AND PAROLE

Conditions explained, appointments tracked

Supervision conditions are written in legal language for legal purposes. The people subject to them often cannot parse what they are actually required to do, when, and what happens if they miss it. Technical violations make up a significant share of reincarceration, and many come from misunderstanding rather than intent.

Hapi explains conditions in plain language calibrated to the person's literacy level. It tracks reporting dates and sends reminders. When something changes in a person's circumstances that might affect their conditions, it surfaces the relevant options and connects them to the right contact before a violation occurs.
